Roof Repair and Rehabilitation Program
Presented to St. Thomas Voters’ Special Meeting
March 23, 2012
Background
For many years the church and school have experienced substantial roof water leakage during times of both freezing and thawing or during heavy rains. The project involves the replacement of multiple flat areas over the church school, replacement of the church sanctuary slate, and the repair of the chimney in the lounge and corridor area.
Initial Stages
When Pastor, along with the Board of Directors, made the decision to proceed with major repairs to the roof, a committee was formed which consisted of three members: Brian Budnick, Don Reiss, and Gordon Poley. The architectural firm Studio Techne was contracted to define the scope of the project and develop a budget, as they had previously been involved with the roof repairs over the narthex and were familiar with the church and school roofs.
October and November
With the direction of the Pastor and the Roof Committee, Studio Techne developed a preliminary budget with the assistance of a qualified roofing contractor for the defined areas. These areas are highlighted on the diagram previously provided the congregation. The preliminary budget for this work was approximately $210,000. Upon review of the budget by the Committee, the architect was given permission to proceed with the necessary drawings and specifications for bidding by roofing contractors. These were completed at the end of November.
December
During the month a constructability review of the plan drawings and specifications was made by competent individual estimator familiar with construction. This review was made to eliminate questions and/or problems during the bidding and construction process for known factors.
January and February
Revisions to the initial plans were made based on the recommendations from the plan review. Late in January the assisting roofing contractor submitted revised costs based on the most recent plans and specifications. The revised figures increased the project cost to approximately $425,000. The roofing contractor recommended additional modifications to the plans and specifications for further cost savings. Even with the additional cost savings the Committee acknowledged the entire project might not be able to be completed within the budget.
March
With the cost saving modifications made to the plans and specifications, the Committee and architect determined bidding on the project should proceed. This would allow a determination as to what portion of the project could be accomplished within the original budget. On February 17th the revised plans and specifications were submitted to eleven (11) roofing contractors. Bids for the project were accepted from contractors thru March 9th. Ultimately a total of 5 bids were received.
Low Bidder
Absolute Roofing was the low bidder for the project. The company has been in business for over 24 years serving the Cleveland and surrounding area. ‘The company has a strong reputation nationwide having been named one of the top 50 roofing contractors in the United States in 2009 by Remodeling Magazine. In addition, it is the only company in Northern Ohio to earn the “Professional Remodeler of the Year” designation five years in a row. Excluded from Absolute’s bid is the work to be performed on the chimney, which may be awarded to a separate contractor.

"The Board of Directors recommends that St. Thomas proceed with the Roof Committee's recommendations for roof repairs, to be funded jointly by the St. Thomas community and the St. Thomas Endowment Fund. We ask that the Voters affirm this recommendation."
